In addition to updating the toll rates for all types of vehicles, the new regulation will affect the terms of travel on access roads leading to Minsk and provide for a surcharge for vehicles with the technically permissible maximum mass exceeding 3.5 metric tons when driving in transit along the Minsk Ring Road 1 and/or within Minsk.

«One of the key objectives of the development of Belarus’ transportation system in recent years has been the creation of special transit corridors for commercial freight transport around Minsk while prioritizing public and private transportation on the roads leading to the city. The new toll rates on the toll roads are intended to reinforce this arrangement and encourage drivers of vehicles with the technically permissible maximum mass exceeding 3.5 metric tons to choose the routes specifically designated for this purpose. We expect that the measures taken will help rationally distribute traffic on approaches to Minsk and make travel on these roads faster and more comfortable for non-transit vehicles in addition to having a positive impact on the environmental situation around our country’s capital and contributing to improving traffic safety,» noted Sergei Leonchik, Deputy Head of the Main Directorate of Automobile Roads at the Transport and Communications Ministry.

The new rules are being introduced in accordance with the Transport and Communications Ministry’s resolution No.42 of 24 August 2026 «On approving toll rates for toll roads in the Republic of Belarus». Once the document takes effect on 1 September, driving along the toll roads leading to Minsk will be billed using a multiplier applied to the current rates. This new measure will apply to vehicles with the technically permissible maximum mass exceeding 3.5 metric tons if, within a one-hour period, they travel along two or more segments of the M2 motorway (the section from 14.9km to 25.308km), M3 motorway (the section from 9.4km to 10.418km), M4 motorway (the section from 16.3km to 19.046km), M6/E28 motorway (the section from 12km to 20.575km), R1 motorway (the section from 8.2km to 24.44km), R23 motorway (the section from 10.2km to 14.1km), and R28 motorway (the section from 12.44km to 16.91km).

As from 1 September the following toll rates will apply to calculate tolls for vehicles traveling along the relevant segments of the toll roads: for vehicles with the maximum mass of over 3.5 metric tons and two axles — €0.121 per 1km; with three axles — €0.152 per 1km, with four or more axles — €0.182 per 1km.

For vehicles with the technically permissible maximum mass of no more than 3.5 metric tons that are not registered in member states of the Eurasian Economic Union, the toll will continue to be calculated based on how long the vehicle uses toll roads. As from 1 September, the rates will amount to €21 for 15 calendar days, €33 for 30 calendar days, and €114 for one calendar year.

For vehicles with the technically permissible maximum mass of no more than 3.5 metric tons and with Eurasian Economic Union registration, driving along Belarus’ roads remains free of charge.

As from 1 September the one-time toll fee will be: for vehicles with the maximum laden mass of up to and including 3.5 metric tons, the non-payment fee will be €15; for vehicles with the maximum laden mass exceeding 3.5 metric tons, the fee for partial payment will be €19 and the non-payment fee will be €38.

«As from 1 September, the rates established by the Transport and Communications Ministry’s resolution No.94 dated 31 October 2025 ‘On the use of toll roads’ will no longer apply,» the ministry noted.
