Belarusian government overhauls lawmaking expertise, public discussion, and monitoring procedures

The Council of Ministers has updated the procedures for conducting legal expertise, public discussion, monitoring, and reviews in lawmaking. The corresponding resolution was signed by Prime Minister Aleksandr Turchin, BelTA learned from the press service of the Belarusian government.



The document is aimed at implementing the updated Law No. 130-Z «On Regulatory Legal Acts» of 17 July 2018 and Presidential Decree No. 130 «On Lawmaking Activities» of 16 April 2026.

The resolution updates and consolidates government legal acts governing the procedures for public discussion of draft documents, mandatory legal expertise of departmental acts, legal monitoring, and verification of compliance with the requirements for regulatory legal acts.

The resolution also provides for improvements to the procedure for drafting legal acts submitted to the Council of Ministers, with a view to enhancing the quality of such work.
